Hodleris (H-Finance) - an institutional MiCA CASP
Hodleris (legally Hodleris SIA; brand H-Finance, hfinance.co) is a B2B digital-asset infrastructure and compliance provider for financial institutions. Latvijas Banka issued its MiCA CASP licence on 25 June 2026 - one of two CASP licences granted that day (the other being Bleap SIA), bringing the total number of Latvijas Banka MiCA CASPs to nine. Hodleris is not a retail exchange: it supplies custody, trading and compliance infrastructure to banks, brokers and fintechs.
Licensing
The licence covers four MiCA services: custody and administration on behalf of clients, exchange of crypto-assets for funds, exchange of crypto-assets for other crypto-assets, and transfer services. It grants an EU passport across all 30 EEA countries.
The company
H-Finance was founded around 2019; the group is based in Vilnius, Lithuania (Lithuanian entity Hodleris UAB, Latvian entity Hodleris SIA). Its founders are Vytautas Zabulis (co-founder, CEO and managing director) and Gintautas Scerbavicius (CTO). The company positions itself as a digital-asset infrastructure layer for financial institutions and says it serves 100+ institutions.
Who it is for
Hodleris is aimed at financial institutions, brokers and fintechs that want to offer digital-asset services without building custody and compliance infrastructure from scratch. It is not available to retail users - individuals should see Bitvavo, Coinmotion, Kraken or other retail exchanges.
